-File Services, ( being used as a file server?)
Print Services, ( i assume a printer?)
Internet Information Services (internet connections?)
Internet Connection Sharing ( a device connect to the device that is connected to the net?)
Telephony Services. ( a phone line/dial up?)
You may allow up to 10 other devices to connect to the software installed with the licensed device to use File Services, Print Services, Internet Information Services and Internet Connection Sharing and Telephony Services. However, you may not exceed a total of 10 connections at one time.
so if i was steaming a video live i could not have more then 10 people watching it actually if my base internet connection is one and my printer is one i guess that would leave me with the option to let 8 people watch it?
or if i used my pc as a hotspot i could not have more then 10 (house full it happens) people connecting at 1 time?Connections are counted locally. So if you have 10 people on your hotspot you are full. But if you are streaming a video I don't think it counts the connections. You could handle as many as the bandwidth could handle.

Would have helped if you had listed the device/software you were talking about.
ADDED: What is the "licensed device"?
